U.S. Diplomatic security agent Maggie Spencer receives an anonymous tip about the whereabouts of international fugitive Nick Janssen, which gives her the opportunity to play a key role in his apprehension. Everyone breathes a sigh of relief that the man responsible for shooting two U.S. marshals and plotting to kill the American president has finally been apprehended. But Maggie isn't satisfied with the ending. Something doesn't add up and the puzzle pieces fell into place much too easily.

Marshal Rob Dunnemore has a personal interest in the Nick Janssen case - he almost died thanks to the criminal's scheming. Eager to follow through on Janssen's arrest, Rob travels to Amsterdam and begins asking tough questions. Some of his inquiries are directed at Maggie and her anonymous source. Maggie can't offer Rob anything new until a second tip shows up in her email, pointing her in the direction of a small tourist town outside Amsterdam. Rob insists on tagging along. Arriving at the appointed rendezvous, they witness the murder of another American diplomat. Maggie is certain that Thomas Kopac's death is somehow tied to Janssen. Crumbs left by a retired CIA agent have Maggie and Rob following a tangled trail to upstate New York and a small bed and breakfast, where more than one suspicious character lurks and where one trap after another lures the unwary.

Carla Neggers continues her intriguing romantic suspense series in The Rapids, with another cast of well drawn characters and interesting secondaries. The villain of the piece is identified early on and plays the chameleon well. However, motivation is at times, rather questionable. Aside from this, Neggers gives us another engaging story, a satisfying romance, and enough lose ends to have fans eagerly awaiting the next installment.
