Like the first, this second Hardy Boys, Undercover Brothers adventure starts with a cliffhanger - A.T.A.C. (American Teens Against Crime) agents Frank and Joe Hardy are trapped on the 22nd floor of a burning office building. Once they get out of that one, they're sent on a new mission, to investigate a suspected ecoterrorist named Arthur Stench, who runs the Heaven compound in the California desert.

After a thirsty motorbike trip, Frank and Joe hitch a ride on a Seussmobile with lovely young Petal Northstar and enter Heaven, pretending to have seen the light about the evils of technology and materialism, and to seek new careers as wind farmers. The paranoid Stench carries a sword and has a huge bodyguard named Mondo. Other eccentric characters in the compound include Solar Man and an Einstein Wannabe.

In Running on Fumes, there's arson, capture and escape, way too much tofu, and a big surprise about the real purpose of Heaven before the Hardy brothers get to bike out of there on another 'Road trip'.
