Xyphos Industries created super-soldiers and hired them out in world conflicts. Now the World Unity Council has deemed all modified people outlaws. In the first episode, Agent Morgan Moreno of the Genetic Compliance Department of the United American Provinces offered Ander his freedom in exchange for tracking down an old rogue teammate, Turin. As Ghost Cell opens, Morgan pressures him to infiltrate the Ghost Cell, a secret organization of rogue mods. Sevrina Fox, Ander 's old team leader, is a member. He has feelings for her so only agrees with a guarantee of a pardon for her. Undercover with Ghost Cell, Ander walks a fine line between doing their bidding and causing unacceptable collateral damage. As before, the action is constant and explosive. Morgan has Ander's back - most of the time - but her bosses are happy to leave him hanging in the wind, and what about Sevrina? Ultimately, Rade decides that to fight the worst monster, he must set his own monster free.
