mily and her mother live on a houseboat and Emily longs to venture into the ocean like the other kids, but mom says it's too dangerous and she's never learned to swim. Then her school offers swimming lessons.

mily is excited to start, but her body starts to change in the water. The ocean calls her. So she sneaks out at night, splashes into the waves - and turns into a mermaid! Soon she makes a new friend, Shona, who shares a friendship pebble with her.
